According to Section 23 of the Sheboygan Code, the Library Board consists of nine appointed members who are citizens and residents of the City of Sheboygan. One member shall be the superintendent of the public school district or his representative and one shall be a member of the Common Council. The members shall be appointed by the Mayor, subject to Common Council confirmation. Terms are for three years beginning on May 1 following the appointment. When funding from Sheboygan or Ozaukee counties reaches certain levels, the county boards may appoint additional members to the Library Board per Section 58-43 of the Sheboygan Municipal Code.

The regularly scheduled meeting date of the Board of Trustees is the fourth Thursday of each month at 3:30 p.m. at Mead Public Library. An agenda is posted in the library several days in advance. The City of Sheboygan provides online access to Library Board minutes and agendas. A report about Library Board actions also is available.
